Choosing the correct Monitor for gaming

My Brother wants to buy a new monitor for gaming purpose and his budget isn't very high so he wants to get either of these monitors - BenQ RL2240HE 21.5 inch, BenQ EW2240L 24 inch, Dell S2240L 21.5 inch and BenQ GL2460HM 24 inch. I want to know which of them will be the best for gaming

Also look for monitors with high refresh rates like 120, 144 Hz and response times 4ms and under. Also, could you give us an approx. of the budget.

The acer one you mentioned is Out of stock and not available anywhere... So that leaves me with the BenQ RL2240HE, I was wondering which one is better? the rl2240he or ew2240l? as the ew2240l is more expensive so it should be better right?

Thanks, Just one last question, what's the refresh rate of this monitor, I'll be playing Third Person Games mostly like gta 5, watch dogs etc. some sites say its 60hz while some 75hz ( http://www.amazon.com/dp/B00JTB7J9Q/ref=twister_B00XUFL8ZI ). I have a R9 390 GPU
