Choosing the right CPU? And an unrelated question.

So I have a few question. I need to rip blu-ray movies with handbrake as fast as possible. I'm going to build my own pc and I need to choose between intels i7 3930k and there new i7 haswell. I'm thinking their new 4th gen because its $200 cheaper and pretty similar in benchmarks. And also could anyone be able to give me an estimate on how long it would take to encode an average blue-ray movie to a 1080p HD roughly 3-4 GB with either of those CPUs. Second question, is it at all possible to run multiple CPU, two or three, to get 2x 3x the encoding speeds? Third question, unrelated question. What component are used to maximize web download and/or torrent download speeds?

Also, the cost for multiple a multi CPU platform will not be worth it. Plus, I don't think it will be possible for video conversion.
