Choppy framerate at 60fps?

Hi, so I recently got a new gaming rig. It's not the best but it should perform well. I've been having a problem where it seems like the game is choppy when my character is moving (the background is kind of "vibrating"). Now it says my FPS is at 57-60 at all times. It's playable but annoying and I'd really like it solved.

My monitor does support 60 htz and I'm using a DVI. Sorry about my english and if you can help me please do.

All the games I play (world of warcraft, fallout 3, sims 3, guild wars 2). I've tried high settings and low settings same result.

Processor: AMD FX(tm)-4100 Quad-Core Processor

Graphics Card: AMD Radeon HD 7700 Series

Total RAM: 8.0 GB

I ran a software and it told me all my drivers are updated.

what software? most of them are viruses...

Anyways, its called microstutter. Run a fraps test and check the time between frames. some will take longer then others, anything over 40ms is persevable as stutter
 

I tried Device Doctor. I always research before I download something, people said it was safe and device doctor said the important things were updated.

hmm, I think it might be microstutter. I'm getting something like this person is in this video (http://www.youtube.com/watch?v=MMPFfjupeq8) except not that extreme. It's noticeable but not that extreme.
 


I'll take time to read it when I'm free. Is there a solution to fix frame latency/microstuttering?
 

Okay I will do that when I get home? Btw how would i check? Is it in task manager. Lol sorry for the stupid question
