Choppy game play

I encountered an issue with a USB sound card that resulted in me replacing it with the on-board audio card that uses realtek drivers. Before doing so I was getting 350+ fps in game for CSGO, but after doing the swap i'm getting roughly 150~ and the game feels really choppy. I noticed while playing the game for roughly 1hr+ my GTX 980 never reached above 58 degrees and the fans never went active (max GPU utilization according to hwmontior was 59% - video engine stayed at 0%). I thought maybe it was the realtek device causing the reduction in FPS, but i disabled it via device manager, rebooted but i still had the same FPS. So my question is would my CPU temperature sitting around 75-80 degrees (reached 89 degrees max while gaming) cause this reduction in FPS? The issue i encountered with my usb sound card led me to believe it was my motherboard so i RMA'd it and upon doing so I broke my bracket for my H90 cpu cooler so currently i'm using the stock cpu cooler. Also i'll be browsing in chrome and i hear the CPU fan shoot up to 1500RPM randomly. currently my cpu is idling around 67-71 degrees (jumping around constantly in that range)
