Question Choppy Gameplay After RAM Upgrade

This is a long story but I'll try to explain as best as possible. I decided to upgrade my RAM in my PC from 8GB to 16GB, but now I am having issues playing video games on my PC. The problem is that I am experiencing a form of stutter/lag when in games; this happens in all games not just one. Last night I replaced my HDD with an SSD thinking that my hard drive was failing, this solved the issue up until when I got home today and turned on my PC only to experience the same issue all over again. At this point I am all out of options and have tried just about every possible fix there could be all to no avail.

Specs:
i7 6700k@4.0GHz
MSI GTX 1070 GAMING
Gigabyte Z170X GAMING 3
Cryorig H7 CPU Cooler
Corsair Vengeance Pro RGB 16GB (8X2 XMP to 3000MHz)
Corsair RM650 PSU
SSD 1: Corsair Force MP300
SSD 2: Samsung 970 Evo Plus (Windows)



I am going to list the things I have done/ruled out that did not fix the issue:
Windows and CPU-Z Recognize/Run the correct RAM speed and amount
Updating Video Drivers
Changing RAM channels
Blowing out RAM slots
Clearing CMOS with Jumper
Updating BIOS
Set pagefile to be managed by Windows
Disabled Superfetch
Disabled Windows Search
Physically Disconnected Old HDD (Windows was still using it at 100% even after booting from my new SSD)
Virus Scan
Deleting Temp Folder Files
Updating Windows
Power Settings/Plan set to High Performance
Old RAM Completely Removed Didn't Mix n Match
Only Happens in Games, don't notice with other programs or watching videos
Doesn't Appear to be a Temperature issue with any of my hardware

Suspicions/ Possible Issues:
Both of my SSD's including the one with my OS are almost always sitting at 0% even when playing games the opposite of my HDD. Now of course I have to tab out to look at task manager but there should still atleast be a falling percentage from 100%


At this point I am all out of options and have no idea what in the world could be causing this issue.

Being as the issue has only occured after the RAM change, more than likely it could be unstable XMP or a faulty module. Have you tried running without XMP?
Have you also tried running with the old RAM and see if the issue goes away?
If so, you could run MEMTEST on the new modules and check for any faults.
