Choppy Graphics with New Graphics Card

Hey I was after some help concerning a new Graphics card i've just installed. It's a Sapphire HD7750 Low profile 1gb ddr5. I had a Geforce 210 1gb ddr3. The only game I really play at the moment is guild wars 2. With my old card I could run it on lowest setting at about 20-30fps. The HD7750 is running it on high-ultra at 30-50 fps and low at 40-70fps but when I move the camera (whether low or ultra settings) it is really choppy (until it has rendered the immediate area, and is fine again for a small amount of time until more detail needs to be rendered). It is exaggerated when mapping to a new area and not as noticable when I have spent a decent amount of time in the one area.

My system is:
Dell optilplex 760 sff
quad core q8200 2.33ghz
4gb ram pc6400 800mhz
windows xp 32bit
255w Psu
160gb hd
Sapphire HD7750 Low profile 1gb ddr5

I have tried a lot. Quite sure I have the latest drivers. Quite sure I have removed all remanence of prior graphics card drivers etc. I've played around with the catalyst controller, vsync etc.

My main questions are:

1. The card states that it requires 4gb of ram but since i'm running a 32bit OS I only have 3.25gb. Would this be a ram issue and the solution be upgrading to a 64bit OS so I can use up to 8gb ram? Also Task manager says i still have about 1.8gb free.

2. The card says it reccomends a 400w psu but a fair few people have said that they have managed to run it on this same computer without any problems (even with a les powerful psu). I was under the impression that the symptoms of not enough wattage would be crashes, glitches, random restarts, bsods. those sorts of things, not choppy graphics.

3. I don't really know anything about directx but since im on XP I only have 9.0c not 10 or 11. Could this be causing the choppiness?

Has anyone had any similar symptoms? I just don't understand why it's choppy whether it's low settings or ultra with good fps.

Any help would be very appreciated as it's really bugging me.

well similar issues with me..i can play far cry 3 at 60 fps but it drops sometimes to 25-28 fps..im really having issues with hd7750..bdw try using windows 7 64 bit..i noticed some performance boost in 7..
 
Was your previous OS 64bit? How much ram are you running it with? If you had 8gb and dropped it back to 4gb do you think it would cause the choppiness? Cheers mate
