Hello, I have comcast as my isp. I have a problem with my computer having a very slow and choppy internet connection. I have tested my internet speeds on my other computers and they run great.

My issue is that my desk top is slow compared to the tests i took on my other computers.

The graph on speedtest.net jumps up and down like crazy:
I replaced the nic thinking that might be the problem but that did not help at all.
I also updated all the drivers. (that didn't work...)
The NIC is also hardwired right to the modem.
So what is causing this problem?
Here are my system specs:
Windows Vista 32 Bit Service pack 2
Cpu: AMD 64X2 5600+ 2.8 Ghz
Gpu: Radeon 2900GT
NIC: Encore Gigait PCI Ethernet Adapter ENLGA-1320
Mobo: Nettle 2
Ram: 4 GB DDR2
