Choppy internet speed only on one computer

Hello, I have comcast as my isp. I have a problem with my computer having a very slow and choppy internet connection. I have tested my internet speeds on my other computers and they run great.

My issue is that my desk top is slow compared to the tests i took on my other computers.

The graph on speedtest.net jumps up and down like crazy:

I replaced the nic thinking that might be the problem but that did not help at all.
I also updated all the drivers. (that didn't work...)
The NIC is also hardwired right to the modem.
So what is causing this problem?
Here are my system specs:
Windows Vista 32 Bit Service pack 2
Cpu: AMD 64X2 5600+ 2.8 Ghz
Gpu: Radeon 2900GT
NIC: Encore Gigait PCI Ethernet Adapter ENLGA-1320
Mobo: Nettle 2
Ram: 4 GB DDR2

at what speed are you connecting to the switch/router? 10Mb, 100Mb, or 1000Mb

it almost seems you have a 10Mb connection. have you checker the network cable?

Hey, Thank you for helping me. I have found out that it is only on chrome that my speeds are that bad...
If i go to ie i get 107 download and 21 upload.

Is there anything on chrome i need to change? i have cleared all the cache, history, cookies, ect.


I also disabled all of the add ons and it is still slow :/



Edit: I Have tried a CAT 5e and a shielded cat 6 Ethernet cable.
