choppy screen recording with webcam - is that cpu or gpu?

Hi,
I have uploaded a short youtube vid example of whats happening when I make my vids. I am playing and screen recording assassin's creed syndicate on medium graphics, which is hardly any lag. But then I combine it with a recording webcam in the background, and it is now choppy.

Can anyone give any solutions so I know what to upgrade?
Notice when I go to the syndicate menu at the end, my webcam becomes perfectly normal. So something is taking a big hit.

It is most likely your CPU as I do have the same one and game-wise there's no lag but when it comes to recording, sometimes from time to time, it lags. Are you using OBS?

i'm using Xsplit Personal.

I have no knowledge abut XSplit as I've never used it myself, but, in OBS there's a button that makes the CPU "match" the GPU in performance. This takes a HUGE toll in stream performance which might be what's happening to you, but as I've said, I'm not really sure with XSplit.
