Chrome browser bookmarks

I have a problem and I wanted to ask your help on how to do so, I a folder that contains sub folders from favorites sites I've added using internet explorer 11, can I transfer those folders and make them bookmarks in chrome somehow ? hopefully my question is clear

Hello,

If they are Internet Explorer "Favorites" you can, just open Chrome, select the options button at top right, select Bookmarks, and then select "Import Bookmarks and Settings". Select Internet Explorer and uncheck everything except Favorites/Bookmarks and you should be good to go

the problem is that I saved the favorites on external HD so it just a folder with html files because I bought new computer, so currently I have no favorites at all in internet explorer 11, so what can I do ?
