Question Chrome downloading slow suddenly

Almost a month ago, my download speed e n chrome went from ~10MB/s to ~400Kb/s. From one day to another, just like that
I find this particularly weird, since Steam downloads have remained at that 10MB/s mark
It’s also not a website problem since every website was affected by this, some more than others though, Google Drive “only” went down to 2MB/s while MediaFire got down to the 400Kb/s mark
I already tried tons of things, none worked, kinda getting desperate
Also ran multiple antivirus programs, everytime the result was negative

yep, both firefox and microsoft edge are in the same situation, a speedtest shows normal with 100mbps

no, all websites are now slower when downloading, before this started, i was getting 12 MB/s with Google Drive, as an example, and 10 with MediaFire, some websites were just more affected than others, but overall 400Kb/s seems the average

yes only this pc is having this issue, i did several malware scans, restored registry entries, nothing, the motherbord is proprietary from HP (Tampa2), and im connecting via lan directly from the router
