Question Chrome Drops Frames while on fullscreen 60fps video when Hard Accelaration is off?

This is my system
Mobo: ROG STRIX X670E-E GAMING WIFI BIOS 2007
CPU: Ryzen 7800X3D
Cooler: Noctua NH-D15S
GPU: RTX 4080
RAM: 64GB (4 x 16GB) Vengeance at 5200MHz C40
PSU: XPG Cybercore Platinum 1300w

I'd think youtube would be no big deal for it, but if hardware acceleration is off (I dont know if this is new or ive just noticed) when fullscreening youtube videos at 60fps (4k30fps works fine, not fullscreen or theatre looks fine) it starts to drop frames. It works flawalesly when i go back from fullscreen or turn on gpu acceleration but i dont want to waste gpu power on that, considering it sometimes climbs to 18-20ish% of my gpu just for a video.
Is this normal? I thought it might be gsync so i disabled it and it was the same. Opera exhibits the same behaviour. I tried firefox and it clearly is doing the same but the Stats for Nerds claim no frameloss which is odd.

Is this ok/normal/fixable? Thanks!

If it uses 20% of the 4080 then it will also use a lot of cpu power, and probably more power than the gpu, that's the whole reason of hardware acceleration, that the special hardware is going to do it more efficiently.

But 20% usage for a 1080p/60FPS video on a 4080 is extremely sus, you sure you don't have anything suspect running in the background?

Nope, but i think in that instance it was 4k60. Its weird, it doesnt seem to be happening on firefox. Could it be freesync? I did try turning it off but i dont see an option to kill it for chrome specifically. its not happenng on firefox, it doesnt seem to happen on my other pc with a 2080s and Ryzen 5700
