Several years ago, AdBlock Plus began receiving payments to effectively "whitelist" some advertisements. AdBlock Plus became a paid doorway for advertisers to get their ads in past adblockers.
What adblock are you using? If it isn't already, try ublock origin. If they persist, I would suspect locally installed malware/ads targeting chrome if it only happens on there.

Then decide if you want to reinstall and start fresh with the settings you want along with a different ad-blocker such as those that have been suggested.
