Based on your article and the Tweet, it doesn't really seem accurate to say that Google "halted" shipment of the devices, which implies that there were more they were going to ship, but for some reason won't actually be shipped. In reality it just sounds like they've shipped all of the notebooks they were ever going to ship, having filled all of the spaces in the pilot program.

Agreed; perhaps "completed" would be a better word.
 
Google also warned potential users that it's designed for people who "live on the web," and that it's not for the faint of heart, meaning that it's prone to locking up, crashing, and any other type of havoc unstable software can bring to a laptop.

So tell me again why anyone would buy such a laptop???

Among one of the funniest reports from users who received one said in their app they said they are a suffer wanting to upload videos to youtube, yeah the data plan that comes with the laptop wont cover that.
