(Chrome os) How to make a file open using a certain program.

My friend is using chrome os but the program for our test requires us to open the notepad download with the program. Usually on Windows etc you would double click or right click and it would open with the program chosen. But the issue is i don't know where in chrome os that is hidden! Thanks for the help.

When I last tried that it didn't show up that way. The options where not that and it would give me the option to run it through another program. It's a notepad file with a program you need to open it right.

It's just the text pad. Like if you click the file it's just shows the writing in it. If it was on Windows it would have a sheet of paper icon. But I need it to open using something else. For example on Windows you can right click and press open with and choose the application but how to do that on chrome os?
