A laptop would be better. Chromebooks more or less kinda have an OS similar to Android, it is a web based OS which means all the apps for a chromebook must run in the Chrome browser. Additionally, you need to have an internet connection to save files to cloud storage since most Chromebooks to the best of my knowledge have limited storage at best.

I recommend getting the 15.6" Dell Inspiron laptop from Best Buy that will be selling for $300 on Nov 27th. It has a core i3-4030u with the Intel HD 4400 that is good enough to play many games on low settings if that is something you are interested in.
