Chromecast without using wifi

Can I cast to my TV from my android Oreo using only my unlimited mobile data? I only get 20 gb a month on Hughesnet satellite internet. I do have wifi, but don’t want to use up my alloted data.
If this is possible, please give me step by step instructions.

The easiest way is to see whether you can connect your phone directly to the TV over MHL/HDMI cable.
Another option is to enable "Hot-spot" feature on your phone, and connect your TV to that hot-spot.
