Small back story.... I bought a 4k display and was not happy at 60fps. I returned it and have a 1440p/144hz on order. I'm messing around with optimizing some games using my 1080p/120hz for when it arrives.
I have been tweaking ESO and got things really nice then I noticed terrible stuttering when moving the mouse while strafing.
I tested in TF2 and Fallout 4 and sure enough its doing the same thing.
I've played with settings(res, vsync, etc), although not extensively yet, and nothing seems to change it.
I did do some small global things suggested for optimizing ESO on reddit....

I used a utility to "unpark" my cpu.
I made some changes in the global Nvida settings which I reverted with the "Restore" button.
The only changes I went back to where to add some DSR factors and change DSR smoothing to 15%.
