Question CiT halo fan not working?

I've had this CiT 7 case for a while but since I've had it the fan included with the case has never worked. It's a 4pin which my motherboard a Gigabyte B250M-DS3H also has but when I plug it in nothing happens. I've tried contacting them on Amazon and gotten no reply and also can't find a website
Any help would be cool

The fan will have a 3 pin fan connection and a 4 pin RGB header.

The 3 pin needs to be connected to a FAN header and the 4pin to a RGB header.
