CivIII PTW confirmation?

I am in need of stopping my enemy's strategic resource of rubber
by attacking it, however, when I "clean map" and search his
land I cannot find it. Is that because I have not researched "movable
parts"?

Correct. You need to have researched the required tech before you can see
the resource.

Keep in mind that the AI knows all the resources the entire game. At
least that's what I figure. I will have an enemy take my city, early
on in the game and then when I am the first to reach the tech needed
for SaltPeter, guess where it is. by the end of the game it's the
only resource in the city area, and usually the only one the AI has.

the resource proberbly only appeared when he researched ballpark
