CL = 9, DDR3-1333 vs CL=7, DDR3-1066

I have a Toshiba Satellite L655-S5096. It has 3 gigs of RAM, and I am going to buy more RAM, so it will be at 8 gigs.

Both options are $93.99, but have slightly different (stats?). I do not know to much about RAM, and what difference is, so I am wondering which is better.

Option #1:
--- PC3-10600
--- Cl=9
--- DDR3-1333

Option #2:
--- PC3-8500
--- CL=7
--- DDR3-1066
