clcok speed less in task manager

hey so i got the i53570k and in task manager in the performance tab i see its only running at 1/70ghz-2.2 when idling/youtube should the speed not be 3.4ghz all the time second hand cpu so want to make sure

No it should not, unless you change bios and power options to lock it at that speed. The speed will only increase when needed, as loads demand. This is normal behavior. If you want to lock it into full speed operation, go into the control panel power options, click on change plan settings, click on advanced settings and on the processor power management setting change the min and max settings both to 100%. Unless this machine is used exclusively for gaming or high end/high demand applications, I would leave it on the default settings though as it will use much less power in the long run.
