Clean Installation of Windows 8.1 Caused Black Screen

So i keep getting the error of not being able to find an operating system on my pc. So i ordered a Windows 8.1 Installation disc. As i went through the Windows Setup, it clearly says it will restart a couple of times. When my pc restarts, it shows the windows logo screen and the loading icon. Then it goes straight to a black screen.

i tried going into safe mode but then it goes to black screen. I have tried re-installing Windows 8.1 using the disc and it still occurs. Are there any fixes? I have tried many tutorials involving diskpart and bios menu but i really need this fixed ASAP.
