clean / reinstalling window 10 help

Power got turned of during an update and it can't recover. So I am trying to clean / reinstall window 10 with a flash drive. I've been trying to look this up and either I don't see people with partitions or people cant agree which one window should be formated / installed to.

with pre builts the 3 partion is a hidden restore partion to put the factory software back on. on the bios or hitting a set of keys would start the restore. if your trying to put a clean windows 10 image remove the system and the data partion and leave the oem alone.
