My cousins computer recently suffered from hard drive failure. I have supplied a new hard drive and we have reinstalled windows xp sp2. I have done this many times on many different computers and never run into this problem before, however this time my cousin went through the setup process. Once up and running my cousin tried the internet (ie) and unsurprisingly it wasn't working, he did try installing MSN but still nothing. The first thing I did was use another computer to google the motherboard and get the LAN drivers. (Foxconn G31MX 46GMX onboard ethernet). We could then connect to some websites, namely bing which would allow us to search for things but we could not follow any links. I tried to visit www.avast.com and www.google.com directly but with no luck. It wasn't until I accidentally typed www.vast.com that I discovered it was only common websites like google, facebook, avast etc that weren't working. I found a similar problem from 2009: http://www.tomshardware.co.uk/forum/239121-45-connect-internet-ping-google however the solution to this was a norton uninstall but my machine has never had norton.
I have tried the following (not in order):
system restore
disable windows firewall
flush dns
using google dns (8.8.8.8) Bthomehub refuses to use any manually defined dns servers.
I have checked the issue is not with the router by using a laptop connected wirelessly and the same as the desktop (via ethernet) and that works.
As suggested in the linked thread I checked the registry and didn't find anything that was suggested might be wrong.
I looked into downloading sp3 but I could only find offline installers that require cd's which, at this time, are not an option although can be done at a later date.
I have not yet tried an offline installer downloaded on the laptop for avast or firefox/chrome/another browser. I don't see why there should be any issue at this early stage of a clean install.
