Question Cleaned PC Fans, Now Won't Start

Specs:
Z270 Motherboard
EVGA 750 G3 PSU
2 Stick DDR4 RAM
2 970 EVO Plus M.2

Basically I plug my power supply in, motherboard RGB turns on as well as green LED for pwr_led. I try both the on button on my case as well as the pwr_sw and nothing happens. No fans spin, no noise, nothing.

I've been searching online for a few hours and tried a bunch of stuff. I checked my PSU with a paper clip and both the PSU fan turned on as well as case fans (not a strong spin though). I also checked all my wiring (haven't taken everything apart and put it back together though).

I am leaning towards my PSU doesn't have enough power to fully turn on my computer OR my motherboard is fried somehow.

Just want to see if you guys have any solutions before I go and buy a new PSU or Mobo to test it with that.

Have you cleared the CMOS?
Have you tried booting with 1 stick of RAM?
Have you tried booting with no drives connected to see if you can get into the BIOS?


Yes to all. I didn't know until now but I always had my jumper cover on my jumper cables (explains why I always had to change my BIOS settings when I unplugged my pc).

Any other suggestions?
