Q. If you spray compressed air into your CPU Fan, does the dust damage your MOBA or CPU and Where does the dust goes?

No. It won't damage components. You just keep blowing air till all the dust comes out of the case. Best to do it outside if your case is really dusty.

If you open the case the dust gets blown outside the case...

And no, the dust flying out will not damage anything.

LOL no. if it did then computers wouldn't work without a expensive closed environment.

Just make sure you don't point the bottle down when spraying, so that no gasses spray out with the compressed air.

To blow dust off my graphics card, should I leave it in the case while using the compressed air or take it out of the case and do it?

Leave everything in the case. Just take the sides off the case.

2nd Q. What's the proper way on holding a compressed air can properly so liquid of it won't spray out?
3rd Q. How hard will you need to hold the thingy (button as I would call it) to spray and if you hold it hard enough, will liquid come out?

Keep the can about 1 or 2 feet away. It won't damage anything.
