Cleaning hermal paste in CPU Socket

MY Biostar X370GTN got thermal paste in the CPU socket. I think that is the reason my PC won't boot into bios. I already tried with another MOBO and all components work fine. I try to clean using isopropyl alcohol but nothing good.

So, I want to try clean with the Electronic Contact Cleaner. But How the contact cleaner work?

It's very simple--like dissolves like. So an oil-based (usually hexane) electrical contact cleaner spray dissolves the greasy paste and lets it run off in a messy stream, and you have to spray a lot of cleaner to get it to all run clean off the edge of the board.

Alcohols are nearly as polar as water, so aren't much more effective than water on greasy stains. They may help remove the oils but this only dries out the solids that are left behind to make those even harder to remove by scrubbing. Not something you want to be doing in a pin socket.
