Compressed air is good to use. But, the cost can add up over time.
Is there a cheaper/lower powered blower available?
A strong blower can damage parts if it makes fans spin up past their capability.

If the blower is strong, do not hold it too close to your parts.
You might put a finger on a fan to keep it from spinning up.

Assuming your pc is plugged into a grounded outlet, I would not worry much about static.
I clean lots of PCs as it's part of my job. I think either of those will work.
As far as vacuuming or blowing...I think blowing works better.
I think blowing gets more dirt out.
As far as the static....I've heard that as far as vacuuming (it builds static)...but I don't necessarily believe that (I also work with electronic components)..and I don't think the risk is very high either way. It's not that easy to damage components with static.
