I have this product (here) its says (content: isopropyl alcohol (CAS 67-63-0) on the back). No sure what the % is.

Is this safe to use for cleaning stock paste from my liquid cooler?

Yes, according to the spec sheets it only contains isopropyl alcohol 90-100% and a small amount of water, no other ingredients -- so it is safe.

Just insure that everything is powered down and give it a few minutes to dry after use before applying new paste.
