My current HTPC is based on a 3GHz P4, a GF6800 w/PureVideo, 2 SD tuners, 2 HD tuners, and RAID0-based storage. It works great until more than a few things are happening at once, such as recording 3 shows while watching a 4th.
I think it's time for dual core. However. I'm not much a gamer (occasional emulation), so I'd rather put my money elsewhere than a huge video card just to get GPU-based video processing.
Is the G965 going to cut it? Does Clear Video Technology even work under MCE? Would PureVideo work with the G965?

Regarding your questions:

You said it yourself -- time for dual-core. But if you have AGP video card then you have a problem. If your 6800 is PCI-E then just keep it and upgrade the rest to dual-core setup (I think even Conroe E6300 + 2GB of RAM will do).

Plus, GPU based video processing is only for watching, not for encoding. I would also check if RAID is up to the task, perhaps Raptors would help or at least RAID edition disks. However, most likely your PCI bus can't withstand the required bandwidth for 4 video streams. Perhaps better tuner would help. Check this out (but keep in mind that it is PCI-e):
