Clearing my Mobo of my OS and keeping files

So I'm selling my CPU and Mobo used, but I'd like to clear it of the OS first since I will be taking my version of windows with me to my new build. How would I go about clearing the OS off of the mobo?

Also I plan of formatting at least my C: drive when I install my new mobo and cpu, I will also be reinstalling all my games (I don't want to, but I also don't want to deal with hours of troubleshooting). However, I'd like to keep files such as save games, word documents, etc. Would it make sense for me to move all these files I wish to keep onto a spare 1TB HDD, and then format my main drives (C: 256gb ssd, D: 2tb hdd) but leaving my 1TB F: drive with the files I select? I would then just copy those files over to my C or D drive if that makes sense. It seems like I won't encounter any problems doing this, however I want to be certain.
