Microsoft Windows Home 10, Version 1803, Build 17134.345, HP Envy x360 laptop, 16 GB ram

I have some really large files in program data>Microsoft>ClicktoRun>ProductReleases, the largest being 83601D8A-B976-4BC7-9C05-4170ED04F080\83601D8A-B976-4BC7-9C05-4170ED04F080.stream.x64.x-none.dat. That file alone is 1.8 GB. Are they necessary to the operation of Windows 10?
