Question Clicking/cracking sound every few seconds from CPU fan

Hello.

I'm hearing this strange clicking/cracking sound from CPU fan every few seconds. It starts as soon as I turn on PC. It's not the sound from the graphics card, I tried testing with another one. Is there any way to fix this or I need to buy a new cooler (if the problem is in it)? CPU, fan and motherboard are brand new.

My system:
Intel I5-13400F
Intel Laminar RM1 Cooler (13 gen stock cooler)
Asus PRIME B760M-A D4
2x512GB SSD
2x16GB RAM
GeForce RTX 3060 12GB
Corsair 550W Power Supply
Windows 10

Are you sure that the noise is coming from the CPU cooler fan? It seems to me like the noise is coming from another fan in your chassis. Akin to how a fans blade is touching a stray cable tie/cable.

Might want to roll a sheet of A4 paper and hold one end to your ear while you use the other end to probe for the source of the noise.

Out of curiosity,
Corsair 550W Power Supply
Corsair is the brand of the unit while 550W is the advertised wattage of the PSU. What is the model for the unit?
 
Most likely, the fan power cable is touching, the cooler fan blades.
Tie it off or reroute the cable.
I do not see that in the video.
One other possibility is that the cooler is not on straight or is loose.
All 4 push pins should be through the motherboard and locked.
Check the back of the motherboard.
The key to getting the stock cooler on straight is to push down on a DIAGONAL pair of pins at the same time.
