My monitor screen froze so I forced restart by holding the power button. Now when I hit the power button to turn the computer on the fans start briefly then stop and there is a clicking noise from the psu.

The CX line has been known to have problems such as the one you experienced because of low quality components.
That is not a clicking noise that is the sound of sparks probably. Do you smell any burning? I think your PSU just killed itself.
There aren't any sparks or burning, i ran it without the cover to see if there were any and there was nothing from there. There is electricity being generated since i fused screwdriver on accident, but beyond that I am clueless.
You probably should stop using that PSU... What PSU is it exactly?
is there any chance that there is a problem with another part of the computer, for example all the fans start up except the fans in the gpu (radeon R7 370)
