Clicking on one program screen (non-link) brings me to background program screen.

Sorry if I'm moving my mouse quickly, but basically when I click on any part of the program window it instantly switches focus to the program window behind it. In this example, it's happening from Steam to Discord. However, it has also happened from Spotify to Discord and Steam to Google Chrome.

This issue will probably be solved from restarting my PC, but I don't want to have to restart my PC every time if it happens again. Any thoughts on what the issue is?

Also, I don't know which category this topic would fall under, so I just put it under Windows 10.

I have the same problem. It appeared after I installed the Windows 10 Fall update and for me it also affects Steam. Launching certain games while the Steam Client is set to open fullscreen, this will happen. If I launch game from the installation location, it doesn't, also not when Steam is not fullscreen. Exiting and restarting Steam fixes it.

Steam Support was unable to replicate the problem so, but I'd say that something from the Fall update messed things up.
 
I'm getting this too on Steam and Spotify.

Explorer.exe is stealing focus from these applications for some reason. It also only started for me since the Fall update.
