clipup.exe 99% cpu usage problem

My client process migration tool i think its called, well it every 10 or so minutes if even will just make my whole cpu usage hit 99% and i get like 5 frames per second and freezes until it stops, and it happens even when im not gaming. i need help

Clip.exe is the process that checks digital activation (and all other store licences).
Clipup.exe is a new one to me - I assume it's specific to the upgrade and may be corrupted - it can be deleted and will repair itself as windows has a built-in mechanism (to prevent tampering) to repair it's licencing files.

advice seems to be to delete it. But then I read below and think maybe that article is just old

Someone online deleted this clipup.exe file from their Windows 10 and the problem went away but windows will not let me delete this file and it won't let me change my permissions to trustedinstaller. Also when I click on Cortana "Ask me anything" it doesn't respond until I click on it several times.

one thing might help is
right click start button
choose powershell (admin)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
Repair-WindowsImage -Online -RestoreHealth and press enter
SFC fixes system files, DISM cleans image files, re run SFC if it failed to fix all files and restart PC
