clipup.exe 99% cpu usage problem

My client process migration tool i think its called, well it every 10 or so minutes if even will just make my whole cpu usage hit 99% and i get like 5 frames per second and freezes until it stops, and it happens even when im not gaming. i need help
 
Solution
Clip.exe is the process that checks digital activation (and all other store licences).
Clipup.exe is a new one to me - I assume it's specific to the upgrade and may be corrupted - it can be deleted and will repair itself as windows has a built-in mechanism (to prevent tampering) to repair it's licencing files.

one thing might help is
right click start button
choose powershell (admin)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
Repair-WindowsImage -Online -RestoreHealth and press enter
SFC fixes system files, DISM cleans image files, re run SFC if it failed to fix all files and restart PC
