clipup.exe 99% cpu use

Most of the times i boot my pc a process called client license platform migration tool (clipup.exe) opens and uses basicly loads the cpu. Anybody has an idea to fix this very annoying issue?

i have tried deleting the file but i dont have the rights to do it

clipup.exe doesn't show up in the program only clip.exe
