Question Clock frequency 10% lower than it should be

G.Skil F4-3400C16D-16GTZ - 2 x 8GB

The memory sticks are rated to support 3400MHz with XMP 2.0 profile enabled. I enabled the XMP profile in BIOS as per manual. And it is showing XMP 3400 as selected.
Task manager is showing 3400Mhz. Yet if I check HWiNFO or OCCT, it is showing clock frequency of just under 1500MHz, which would make it 3000MHz. What happened to the other 400MHz?

I've upgraded from 2x4GB sticks of Corsairs running with XMP 3200, which even if I check now, correctly shows clock frequency of 1600MHz.

If you turn off logo display for post, it should show you exact frequency RAM is running at, all else could be wrong.

No such luck. I have the logo and fast boot both disabled in bios. But no memory info is displayed on startup, just goes straight to windows logo after. I did find a tab in bios that shows memory frequency hovering just below 3k, and it's being refreshed every second or so.

Your base clock is running at 102Mhz instead of the standard 100Mhz; Don't forget that your ram is actually running at 2934MT/s. 14.67Mhz x 102 x 2 = 2992MT/s . You might have to set base clock back to 100Mhz before you can run your ram at 3400MT/s.

I was going to try that, but I'm no longer able to access bios when switching back from the old memory to new (reboot loop and black screen even after taking out cmos battery). I'll be sending this memory back and getting a different brand for piece of mind. But thank you for the help.
