Clock speed always at max (i5-8600K)

My Cpu, I5-8600K is always at it's boost speed (no overclock) 4,2Mhz, doesnt matter if im in game or in the desktop. Msi Afterburner always shows this: https://imgur.com/63qbCBp


I didnt touch a thing in the BIOS, only activated XMP. Mobo is an msi Z370 Tomahawk

Through the power options in the control panel, it doesnt matter if i set it to balanced, performance or power saving mode. When i go to advanced configuration, processor is set to 100% max and 5%min.

How do i fix this?
MY ENGLISH IS BROKEN, I KNOW.
 
Solution
Change the power profile to balanced and restart the computer. A restart is required. Then open afterburner and monitor the CPU clock, wait at least 5 minutes and see if it drops at all. If not make sure intel speedstep is enabled in the BIOS, it is by default in every motherboard I have worked with not sure about your board however.
