Clock speed locked in windows

I have a Ryzen 1600 and I’ve overclocked this to 3.8ghz and whenever I go into windows, the clock is locked to 1.37ghz and even if I use benchmarking software, it won’t go slightly past this (and it shows this as 37% as it does show a base click speed of 3.8ghz). I opened core temp to make sure I wasn’t over heating and it shows the same 1.37ghz or so and all cores maxing out when benchmarked. This also showed that my temps were not going past 39C since it’s water cooled. I’ve already tried changing the power settings in windows so that it doesn’t change it there and I’ve tried a few things in the bios, but I’ve really hit a wall. I see a lot of threads about this, but all end up seeming to be about the temps being too high, and mine are far from that
