Clone a drive that will not initialize

I have a 4TB hard drive that failed recently before I got around to buying a 2nd drive for a back up. I'd like to clone the drive to a new one but the drive will no longer initialize. When I initialize through Disk Management I get "The request could not be performed because of an I/O device error". I've tried Macrium and recuvra, but neither programs will recognize the drive to access any data. I recall having used an external dock in the past to execute a similar function but I'd rather not spend $30 on a dock if I don't need to (not to mention that I don't even know if that would work as the drive seems to have an I/O issue). How can I clone the data from the broken drive to a new drive?
