Clone system HDD in use to SSD

Hi,
My system is running Windows 7 on a 1TB HDD that has currently around 380GB used, and i want to clone this disk to a new Samsung Evo750 SSD that has 500GB.
I have tried using both the Samsung Data Migration software and Macrium Reflect, and both end up failing. I have been runing both these cloning softwares from within Windows that is running on the HDD that i want to clone. Is this the problem? Can't i clone an HDD that is currently in use as the system disk?
Any alternatives? Any clues guyz? Should i be running the a clone software from the command line before loading windows? If so, which and how?

Just for reference, this is the exact procedure I use when doing one of these cloning operations

Verify the actual used space on the current drive is significantly below the size of the new SSD
Download and install Macrium Reflect (or Samsung Data Migration, if a Samsung SSD)
Power off
Disconnect ALL drives except the current C and the new SSD
Power up
Run the Macrium Reflect (or Samsung Data Migration)
Select ALL the partitions on the existing C drive
Click the 'Clone' button
Wait until it is done
When it finishes, power off
Disconnect ALL drives except for the new SSD
Swap the SATA cables around so that the new drive is connected to the same SATA port as the old drive
Power up, and verify the...


What error message did you get?
I've used both of those applications, without fail.
 


It just said Cloning Failed with an error reference like #FFFFFFF -1 when it reached 99%... on multiple ocasions (on Samsung Data Migration
 


Unsure of what that exact error message refers to.
Possibly a faulty source or target drive?

Take the SSD out, and return the system back to original working state.
Disconnect any other drives you have.
Does it boot properly?
 


I can boot from the original HDD without issues, and the SSD never ends up with content, so basically after the fail message, all remains as is was before attempting the cloning. I know its not a problem with the SSD, since i have now installed a windows 10 on it without any problem, but i still wish to clone the old HDD to the new SSD since i'dd prefer to keep my windows 7 as is instead of going with a new install of windows 10 (which is now installed on the SSD)

If good, continue the power up

It should boot from the new drive, just like the old drive.
Maybe reboot a time or two, just to make sure.

If it works, and it should, all is good.

Later, reconnect the old drive and wipe as necessary.
