Clone Windows partition to SSD

Dears,

I have a 1 TB HDD with 2 partition. The Windows 10 partition is around 480GB. I would like to confirm if its possible to clone to a 512GB SSD/ 256 SSD the windows partition alone? What are the steps to be considered and which is the best clone tool available ?

there are disk cloner software that will permit you to clone by partitions instead of just disk copy the whole drive yes
are there any free that I know of, I am not aware of this no.
