I plan on buying AcomData Samba external case.

This raises a few things in my mind, a sensitive subject these daze..

1, Does drive RPM matter for an external case? Response is limited by USB 2, but might not faster drive improve things a bit?

2, Does type of SATA matter for an external case? Response is limited by USB 2, but might not faster SATA improve things a bit?

3. What about Sansung and Hitachi as alternatives to Seagate and WD?

Hitachi have long made great drives (used to make all the IBM drives). Samsung used to be cheap and cheerful but along with other Korean brands have sharpened up their act greatly in the last 5 years.

I'm speaking purely theoretically here, but your concerns about speed should be balanced by concerns about heat -- given that you acknowledge the speed limitations of USB.
