Club 3D GPU fan problem

I've had my Club 3D AMD 7800 series card for a couple of years. Lately I started noticing that my fan is not starting up when it's on auto. When I switch to manual in only works if I set it to 100%, but that's too loud for comfort. I tried re-installing the software, taking the GPU out, cleaning it with an air compressor and putting it back in, but nothing helped. Thank you in advance. My specs:
CPU: Intel i7-3770k overclocked up to 4.0 GHz
RAM: HyperX Blu 8GB DDR3 1600MHz
GPU: Club3DAMD Radeon HD 7800 series
HDD: WD Caviar green 2TB
MOBO: Gigabyte Z77-DS3H
PSU: Modecom MC 620W carbon

If I had to guess, I'd suggest a couple of things....either your fan bearing is gunked up with years of dust and it takes the full voltage to actually get it to turn or the circuitry on the board has degraded to where it cannot supply enough voltage to spin the fan up unless its at 100%. Have you tried taking the fan assembly apart and actually lubricating the fan hub with a drop of light oil or spray (only use a drop mind if you do this and again only if the fan hub is not a sealed unit).

Also if you spin the fan up at 100% on manual, can you then adjust it down to a more manageable level once its spinning?

When I turn it down to ~ 70% it still spins at the same speed, but if I go lower, it just turns off.

If you can adjust it down then I'd suggest your GPU board voltage is ok. It sounds to me like the fan bearing/shaft needs lubing. Turn your PC off and looking at the GPU fan, spin it by hand, it should turn really very easily for a few seconds until it stops. If it does not spin freely on its own then there is your problem, in which case you need to see if you can clean up the shaft/bearing and/or lube it as suggested previously.
