Clunky feeling in games

Im having trouble playing shooter games (CS:GO, Fortnite, Overwatch, etc.) basically games that require you to constantly move your mouse around to get a different angle, although i constantly get 200-300 FPS, it feels as if its at 45-50 Games like League of Legends and Dota 2 however dont seem to give me a problem. I also always get glitched out horizontal lines while any movement is happening on screen. My PC is newly built and its already not satisfying me in the least bit. I tried V-Sync, limiting FPS, lowering graphics, updating drivers, reinstalling games, moving games to different drives and nothing seems to work.

My specs:
Core i5-8400 @ 2.40GHz
16GB Ram
Nvidia Geforce GTX 1060 6GB
Motherboard: MSI Z370-A Pro
Monitor: AOC I2781FH 60Hz
 
Solution
Turn on vsync, prerender to 3 (2 if u feelminput lag), turn on tripple buffer as well, use nv profile inspector to limit fps to 60, switch the limiter to V2 ( less input lag).
If it still tears, uninstall nv driver and software, clean with DDU, reinstall.
Is that 2.4Ghz accurate? If so, it is below the base clock which would say the CPU is overheating and throttling. Should only hit a low of 2.8Ghz if it is very warm. When cool it should be boosting up to 4.0Ghz.

If you are using the stock cooler, make sure it is properly attached. (Also recommend replacing it with a decent cooler if you want that 4.0Ghz all the time, which you can force in the BIOS)

What about power supply?

Another odd one I have encountered before is a 59hz/60hz some monitors like it at 59hz and others hate it. Windows sometimes defaults to one or the other.
 
Setting in win doesnt matter (59 or 60), as its actually 59.95, and most games will list it as such as well.
With high fps, especially at 1080p or lower, its usually the cpu.
How did u limit fps, what number?
Did u change pre-render frames for cpu?
Did u try Fast sync (instead of off/vsync)?
 


Thank you for your time. My computer never goes above 58°C according to MSI Afterburner. I've also checked my hz and it is clearly 60 on Nvidia's control panel and on windows. The stock cooler is properly attached and everything seems normal.

*EDIT* My bad, I must have misread what it said, it is in fact 2.8GHz. But it should still according to you be 4.0Ghz right? My PC at the moment of having 2.8GHz is 55°C.
 


I tried limiting FPS with RivaTuner as well as in game, tried fast sync, and changed different pre-render frames, tried each one which lead me to the same problem, glitchy horizontal lines, and a feeling of a bad framrate
 
Ive figured out that this is a problem with screen tearing, thats the name given to the horizontal glitchy lines. This happens due to my computer giving in more frames than my monitor can show. Lets say im running a game that is clocking at 100FPS, and my monitor is 60Hz, then screen tearing is going to happen since they are incompatible (way more detail to it but this is the main idea). The way to solve this would be to use V-sync, G-sync, Triple buffering, Fast sync, all of which I tried but none of them worked. I shall open a new thread asking for answers to this, thank you Eximo and fry178 for your time.
