CM Hyper 212 plus at 1900 RPM ?

Hey guys, I just noticed that my Hyper 212+ is running 1900 RPM and while its not really loud, it is hearable while my case fans are silent.
I checked BIOS and there are some things like 'Level 1' Level 2 ' Level 3" etc... and the Max Temperature and the problem is I have any idea how to set these settings, any settings to lower RPM and at which speed should it be ?

You can set the speed/temparature somewhere in your bios.

For my example (MSI z97 gaming 5) its a option that says "Hardware Monitor".
I can put % of fan speed in my 212 EVO with temps it recongnize.

Ok how much should I put max Temperature and Fans speed since I will be overclocking my i5 2500K to 4.5GHz

You need to try never research 72ºC.

So when the temps will reseach 70ºC, your fan need to be at 100% speed.
