CMD.EXE does not work. Error Code: 0xc0000142

I just installed a fresh copy of Windows 7 on my new SSD. I've been getting my OS to its previous state like it was on the Windows 7 I had on my HDD. I have encountered a problem with my Comand Prompt when I tried to access it. I'll leave a screenshot below to show the exact error message.

Edit:
This does not apply to just Command Prompt, this now has an impact on other programs too, not to the extent where I can't use it (I still can't access Command Prompt, that is the only one I can't access.

Also every time I switch off my PC, there is always one update to be installed, I'm not sure if this is caused by this problem but it just appears, all the time. I hardly doubt there is really one update, I would like to fix this error too.

Solution
To help resolve this issue, use the System File Checker tool (SFC.exe) to determine which file is causing the issue, and then replace the file. To do this, follow these steps:
Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run As Administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
Type the following command, and then press ENTER: sfc /scannow (yes there is a space after sfc) The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.
