CMD issue changing Windows 7 language

My father-in-law gave my daughter his old laptop for Christmas. The laptop language is Hungarian and she only knows English, so I wanted to switch it for her. I downloaded the MUI and placed it in the D drive. I opened CMD as admin and typed the following-

dism /online /add-package /packagepath: D:\test\lp.cab

(test being the folder I placed the lp.cab zip file inside of, and I purposely added the space before the D so it wouldn't make the emoticon, in the CMD there is no space.)

When I run the command I always get an error: the specified name (D) is not recognized as an internal or external command.

I have no clue what I could do to fix this. It worked fine for me before on another machine but this one seems to refuse it. Any help would be most appreciated.
 
I did the line without the space. I also moved the test folder into C:\Windows to see if that changed anything but it did not.

I have been working on this issue all day and I am kind of thinking about using Vistalizator to make this easier. But from what I can tell, it has a high chance of killing the pc. No one ever mentions it when it works, just when it doesn't. Anyone have any knowledge of this program?
