Question CMD pop ups whenever window start

Hi,
First of All i am an asian and my English is very bad, so sorry for my English.
My problem is that whenever i start my PC , everything goes well.. Window starts correctly no problem but when i am at Desktop an annoying pop up CMD window appears saying that it cannot find hosts file in Widows/system32/drivers/etc
i tried making the host file and paste into that folder manually but when i shut down or restart my pc the host file disappeared , i thought this will be a virus or something, i tried scanning my whole pc with windows defender offline can with latest Virus Definitions but the problem still in my pc.. I tried other softwares like Zemana AntiMalware, MalwareBytes but nothing helped me.. Can anyone please help me to solve this issue???????

I was using Windows 10 Old version 1709 or something like , as i said i update windows regularly.. One day i was updating windows and the Feature update came 1903 and i installed that update then widnows 1909 came and i installed that version too.. i've been using this os for a long time.... no issue were annoying me.. This CMD issue annoying me or 3 Days.. i think i messed up something but i cant remember what.. i am using all these softwares since very longtime and all these pro versions...

By what process did you create a new hosts file? For example if you opened notepad and saved it as "hosts" in there it will be a .txt and most likely won't fly. I would duplicate one of the existing files in there (i.e. "protocol"), then rename it as "hosts", then open it and clear everything out of it and save it.

Even if you get it to stop throwing errors about it I have no idea what would cause that, your startup programs and the fact that you "got the OS from your cousin" is a bit scary
